Regulations are not Laws and can vary from Emirate to Emirate. Regulations are based on existing laws.

 

If no law is available, than the Emirate and its authorities can base their regulations on penal codes or local orders. If a law is available, the regulation should be only based on the same, since Laws overrule all local regulations.

Any law should be executed as given in the same by the named Ministries or Authorities, i.e. the federal Animal Welfare Law Number 16 has to be executed by the MoCCaE. The Ministry that should overlook the execution and implementation of federal laws is the Ministry of Justice. The Ministry of Justice is operating the eLaws Portal online, where every UAE law active and in place can be found in Arabic and English language.
